São Paulo regulates the use of medicinal cannabis in the municipal SUS
Patients with ASD, fibromyalgia, and chronic pain will be able to access cannabidiol-based medications through the public network

The São Paulo City Hall formalized, through the Information Note SMS/SEABEVS No. 01/2025, the regulation of the use of medicinal cannabis within the municipal SUS. The measure allows patients with various clinical conditions to access cannabidiol (CBD)-based medications in specialized services of the public network.
The regulation includes the therapeutic use of cannabis for a wide range of diagnoses, including Autism Spectrum Disorder (ASD), fibromyalgia, chronic pain, anxiety, refractory epilepsy, psychiatric disorders, endometriosis, and insomnia.
Specialized care
According to the technical note, supply will be provided in specific units of the municipal health network, such as Day Hospitals, Pain Reference Centers, Elderly Health Units, and Specialty Outpatient Clinics. Dispensing of CBD-based products will depend on specialized medical prescription and will follow the current protocols of Anvisa.
To access the treatment, patients must sign an Informed Consent Form (ICF), a document that ensures that the user is aware of the possible effects and the complementary nature of cannabis therapy.

Contacted by the report, the communication department of the São Paulo Municipal Health Department was contacted to provide further clarification on the implementation of the measure and the criteria for distributing medications. So far, there has been no response.
