The municipality of Campos do Jordão, in the Mantiqueira Mountains, took a significant step towards expanding access to public health. On March 9, 2026, Bill No. 05/03/26 was filed with the Municipal Chamber, aiming to establish the Municipal Policy for Distribution of Cannabis-Based Medicines.

The proposal, authored by councilman Gustavo José Maximino Silva (PSB), foresees the free provision of cannabis-based products, with an emphasis on cannabidiol (CBD), through the municipal public health network. This advancement follows a national trend already highlighted in health reports on the portal.

Alignment with State Legislation

 

The project aims to harmonize local guidelines with the State Law No. 17,618/2023, authored by deputy Caio França, which already guarantees access to these medicines in the state of São Paulo. The initiative reinforces the city's commitment to social justice and the universalization of care, especially for families facing economic barriers to treatment.

Access Criteria

 

To benefit, patients must meet strict requirements established in the project:

  • Medical Prescription: Must be issued by a professional registered with the Regional Council of Medicine of the State of São Paulo.
  • Clinical Documentation: Presentation of exams and reports that support the therapeutic indication for conditions with scientific backing.
  • Municipal Link: Proof of updated residence in Campos do Jordão.
  • Regulatory Compliance: The medications provided must be registered with ANVISA or have exceptional import authorization.

Next Steps and Implementation

If approved, the execution of the policy will be the responsibility of the Municipal Health Department. The text foresees the creation of a technical committee within 45 days after the law's publication to define guidelines and promote studies on the medicinal use of the plant.

The project also authorizes the Executive Branch to enter into agreements and partnerships with universities, research centers, and civil society organizations to ensure the technical and scientific viability of the measure.
